Dilemma of the International Standard School existence in Indonesia

 Our government has passed a law of the national education system number 20 of 2003 which states that government and local governments conduct at least one school in elementary and high school to become an international standard school. This programme has been implemented because the government wanted to create a higher competitiveness of the education field in the international world.
The development of international standard school (ISS) refer to the education standard of one of the countries members of the Organization for Economic Cooperation and Development (OECD) – that is the organization for just developed countries, which has certain advantages in education. In ISS, the learning process uses 2 languages, Bahasa and English.

Beside of its superiority, there is much criticism in the implementation of ISS.

Quality of education in Indonesia has not been evenly distributed. There are still many rural schools are not feasible for use. Government's focus began to blur. The rich people getting pampered, and the poor getting worse. Do you know how much the cost to implement ISS programme in APBN*? For this year reach 289 billion Rupiah. That is a very large cost.

Then, about imitate the developed countries curriculum, ISS don’t have estabilishment yet to adjust it into the culture and character of education in Indonesia. In the fact, our country and developed countries condition are very different. ISS further leads to the commercialization of education with its very expensive cost. 

The next dilemma comes from the bilingual system. Practice that occur in this program makes teachers are  'forced' to learn English in an instant. Learning english is very good strategic but the instant condition make them difficult to communicate with their student.  I've read the newspaper stating that there is one of ISS schools consisting of 37 teachers, only six people from the local. That is so radiculous.

There are still a lot of criticism from education experts in Indonesia about ISS implementation. We hope government improve this programme and the initial goal to distribute education well can be implemented soon.
